The location is in front of the Wastewater Treatment Plant. It has a semicircular driveway with a convenient ground level dump drain hole. Small to medium size rigs can easily turn around. There is rinse water available, but it is not suitable for drinking. The location is north of 3901 Bay Street extension and about 3 miles north of the Texas City dike.
